Approval in Principle in Singapore: A Home Buyer's Guide

Approval in Principle in Singapore: A Home Buyer's Guide

An approval in principle (AIP, also called an in-principle approval or IPA) is a bank's preliminary, non-binding statement of how much it is willing to lend you for a property. In Singapore you get one before you view seriously, put down an Option to Purchase or sign for a new launch. It tells you your real budget. It does not guarantee the loan.

This guide covers what the IPA is, what banks look at, the documents to prepare, how long it lasts, and where buyers of private condominiums go wrong. If you searched this phrase to find the immigration letter of the same name (for PR or passes), that is a different document issued by ICA or MOM. Everything below is about home loans.

TL;DR

  • An IPA is a bank's indicative loan figure based on your income, debts and credit profile. It is not a loan offer.
  • Most IPAs are valid for roughly 30 to 90 days, depending on the bank, so time your application to when you are actively buying.
  • Banks test you against MAS rules: TDSR at 55% of gross monthly income, and a 75% loan-to-value limit on a first bank-financed property.
  • HDB buyers need a separate HFE letter. Private condo buyers rely on the bank IPA alone.
  • The final loan can differ from the IPA after valuation and updated checks, so keep a cash buffer.

What an approval in principle actually is

The Association of Banks in Singapore describes the IPA as something you can request from a bank to learn the potential loan amount you are eligible for before you commit to a purchase. The key word is potential. The bank has looked at your numbers but has not yet looked at the property.

Three things follow from that:

  1. It is non-binding. The bank is not committed to lend the figure shown.
  2. It is about you, not the unit. The final offer is only confirmed after the property valuation is done and the bank reviews your formal loan application.
  3. It expires. Treat it as a snapshot of your finances on one date.

The practical value is in negotiation and planning. Sellers and agents tend to take buyers more seriously when financing is already checked, and an IPA reduces the risk of a failed transaction at the Option to Purchase stage, according to Homejourney's guide.

What banks check when they assess you

Banks in Singapore do not set their own ceilings in isolation. They work inside rules from the Monetary Authority of Singapore (MAS). Three numbers matter.

RuleWhat it limitsFigure
TDSR (Total Debt Servicing Ratio)All monthly debt repayments, including the new mortgage, as a share of gross monthly income55%
MSR (Mortgage Servicing Ratio)Mortgage repayment on HDB flats and Executive Condominiums only30%
LTV (Loan-to-Value)Bank loan as a share of price or valuation, first property75%

These figures come from a 2026 guide to TDSR, MSR and LTV limits, which also notes that second and third properties face tighter LTV limits of 45% and 35%. MAS tightened TDSR to 55% in 2022, and the same MAS announcement revised the medium-term interest rate floors used when banks stress-test a loan.

That stress test is why your IPA figure can look lower than what a simple calculator suggests. Banks assess repayment at a conservative rate, not only at today's promotional rate.

A worked example of TDSR

Say your household gross income is $15,000 a month and you have a $1,000 monthly car loan. At a 55% TDSR, total debt repayments cannot exceed $8,250. After the $1,000 car loan, up to $7,250 a month is left for the new mortgage, assessed at the bank's stress-test rate. This is an illustration of the formula, not a quote. Your bank will apply its own assumptions on tenure, rate and income recognition.

Note what shrinks your room fastest: car loans, personal loans, credit card balances carried month to month, and any existing property loan. Clearing a small debt before you apply can raise the figure more than you expect.

How to get an approval in principle, step by step

  1. Decide how serious you are. An IPA is for people who will buy in the coming weeks or months. Because many IPAs run for around 30 days, applying a year early means redoing it.
  2. Gather documents. Practitioners suggest NRIC, IRAS Notices of Assessment for the past two years, the latest three to six months of payslips, CPF contribution history and statements for every debt facility. Self-employed buyers should expect to show more.
  3. Apply to more than one bank. Online applications can often be processed within two to five working days, per the Homejourney guide linked above. Comparing two or three banks shows you both the loan amount and the interest rate packages on offer.
  4. Read the letter, not the headline number. Check the validity date, the indicative tenure, the rate basis and any conditions.
  5. Note the expiry. Put the date in your calendar and plan your viewing and booking around it.

A hard credit enquiry is part of most applications, so submit to the banks you genuinely consider rather than every lender.

How long an IPA lasts

Validity varies. Most bank IPAs run 30 to 90 days, and some lenders issue letters valid for about 30 days. Ask your banker for the exact date in writing. If it expires before you sign, you generally reapply with updated documents, and your result can change if your income, debts or credit record have moved.

Why the final loan can differ from the IPA

The ABS notes the IPA is not a binding commitment, and the final amount can differ because of the final valuation, updated financial checks or changes in your circumstances. Four common triggers:

  • Valuation below price. The bank lends on the lower of price or valuation. If a unit is valued under what you agreed to pay, you cover the gap in cash.
  • Job or income change. Switching employers or losing a bonus component can change what the bank counts.
  • New debt. A car purchase or new credit line between IPA and loan offer reduces your TDSR room.
  • Credit record. A missed payment can move you from approved to declined.

The careful move: avoid taking on any new commitment between IPA and completion, and keep a cash reserve above your stated down payment. Cash, CPF usage and buyer's stamp duty are separate from the loan and are not covered by it.

HDB flats versus private condominiums

The rules differ by property type, and mixing them up is a frequent mistake.

HDB flats. You need an HDB Flat Eligibility (HFE) letter before applying for a new flat or receiving an Option to Purchase on a resale flat. The bank IPA does not replace it. HDB notes that when you apply for an HFE letter, you may also request an IPA from participating financial institutions, which gives a preliminary view of your loan eligibility. MSR at 30% applies to HDB and EC loans.

Private condominiums. There is no HFE letter. The bank IPA is your main financing check, and TDSR is the binding ratio. If you are an HDB owner upgrading, your existing flat, its loan and the timing of its sale all feed into the assessment. Our HDB upgrade to condo guide walks through that sequence.

Foreign buyers and PRs. Additional Buyer's Stamp Duty changes the cash you need up front, and it sits outside the loan. See our guides on ABSD rates, PR property rules and buying a condo as a foreigner. Ask your bank whether its lending policy differs for non-citizens, as policies vary.

The IPA in the buying timeline

For a resale condo, the IPA comes before the Option to Purchase. Our guide to the Option to Purchase on a condo covers what you pay and the exercise period that follows. For a new launch, the IPA comes before you book a unit, because booking fees and the first payments are due quickly.

New-build buyers should also understand that payments are staged. Under the progressive payment scheme, you pay in instalments as construction reaches milestones, and loan drawdowns follow. That affects your cash flow in a way a resale purchase does not, so mention it to your banker.

At the loan stage, ask about the rate benchmark. Most floating packages in Singapore now track SORA, and our note on SORA versus SIBOR lists what to ask. For package comparisons, see our home loan options overview.

Mistakes that weaken an IPA

  • Relying on a calculator. Online calculators give a guide. Only a bank letter reflects your credit record and the bank's policy.
  • Taking the number as the budget. The IPA shows the most the bank may lend. It is not the amount you should borrow. Test your monthly instalment against your household expenses at a higher interest rate.
  • Ignoring other debts. Undisclosed or forgotten facilities show up in credit checks anyway.
  • Letting it lapse. Many buyers find a unit after the letter expires.
  • Mixing HDB and private rules. An HFE letter and a bank IPA are different documents with different purposes.

Outside Singapore the idea is similar but terms differ. For a sense of how a Canadian lender frames pre-approval and rate holds, the contrast is useful, but do not carry those timelines or rules over to a Singapore purchase.

Our perspective at One Marina Gardens

Buyers who come to us with an IPA in hand have the clearest conversations. They know their ceiling, so they can look at the right unit types, from two-bedroom homes to four-bedroom layouts, and spend their viewing time on what they can finance.

Our advice is plain. Get the IPA before the showflat visit, not after you have fallen for a view. Ask for the validity date in writing. Calculate your monthly instalment on the loan you would actually take, not the maximum. And remember that a project of 937 units, with a Marina South MRT station about 160 metres away, will attract both owner-occupiers and investors, so being ready to act matters when you find the right stack and floor.

We are not a bank and cannot approve a loan or advise on a particular lender. Speak to a bank or a licensed mortgage professional about your own case. What we can do is show you the layouts and let you test them against your budget.

FAQ

What do I need for an approval in principle?

You need your NRIC, recent IRAS Notices of Assessment, recent payslips, CPF contribution history and statements for existing loans and cards. Self-employed applicants are usually asked for additional income proof. Your bank will list exactly what it requires.

Is an IPA the same as a loan approval?

No. It is a preliminary, non-binding indication of what you may borrow. The formal loan offer comes only after valuation and the bank's review of your full application.

Does an IPA cost anything?

The sources we reviewed do not state a standard fee, and many banks present it as a free service. Confirm with your bank before applying, since policies can change.

Can I use one IPA for several properties?

Yes, within its validity period, because it assesses you rather than a specific unit. The final loan, though, depends on each property's valuation, so the amount can differ from one unit to the next.

Is this the same as the PR or pass IPA from ICA?

No. The immigration IPA is a letter from ICA or MOM about pass or PR processing. The home loan IPA discussed here comes from a bank.
